July 2026 Law Updates

IMPORTANT, PLEASE REVIEW! As of July 1, 2026, there have been several law amendments and clarifications. The PowerPoint presentation regarding these amendments is below. It is also in the RMRR folder.

• Brake foot in scrum engagement process is officially in law.

  1. Role of TMO as match official is officially in law (no changes to process or use).

  2. ELITE RUGBY ONLY:

     • Limits on water carriers - only at tries and lengthy stoppages.
       2 only, tee carrier must be one of them (not additional)

     • 20-min red card replacement

  3. In-Goal permutations and outcome simplified! Please review.

  4. Tackle height at bottom of sternum in-law for community games.
